All travelers to New York must test negative for COVID-19, Cuomo announces

“There will be no quarantine list, there will be no metrics,” Gov. Andrew Cuomo told reporters. “There will be one rule that applies across the country.”

That rule requires that those coming to New York must test negative for COVID-19 within three days before their arrival, and have proof of the test. Once in New York, they must quarantine for three days and take another test on the fourth day. If they test negative, they can end their quarantine.

Residents of New Jersey, Connecticut and Pennsylvania are exempt from this requirement, Cuomo said.

New York residents who travel to another state for 24 hours or fewer must take a COVID-19 test within four days of arrival, the governor said. Any longer and, like non-residents, they must take a test within three days of travel and test negative, quarantine for three days upon return and get tested on the fourth day. If they test negative, “you go about your business,” Cuomo said.

The new protocol goes into effect Nov. 4, the governor’s office said.

Cuomo has stressed the need for the new policy as Thanksgiving approaches.

“Just because they’re your family, doesn’t mean they’re safe from COVID,” he said. “And that’s where we’re seeing increases.”

The original travel advisory, which the governors of New York, New Jersey and Connecticut announced in late June, required that people coming to the region from states with a positive case rate higher than 10 per 100,000 residents, or higher than a 10% test positivity rate over a seven-day rolling average, must quarantine for 14 days.

Nine states were on the travel advisory list at the time. On Tuesday, California was the latest state to be added to New York’s travel advisory, for a total of 41 states and territories. Neighboring states Massachusetts, Connecticut, New Jersey and Pennsylvania had also met the criteria, but a quarantine was not required given the level of travel between the states. Instead, officials discouraged non-essential travel to those states.

Connecticut’s and New Jersey’s travel advisories are still in effect, according to their state websites. As of Tuesday, Connecticut had 42 states and territories on its list, while New Jersey had 41. Anyone traveling from those regions is asked to self-quarantine for two weeks.

The announcement comes as New York is targeting “micro-clusters” that have higher testing positivity rates. On Saturday, the positivity rate in these focus areas was 3.01%, while the statewide positivity rate excluding those areas was 1.3%. The statewide positivity rate is 1.49%.

New York has continued to see outbreaks linked to mass gatherings at houses of worship, weddings, funerals and other events, Cuomo said this week.

The authors concluded that the rallies increased subsequent cases of COVID-19 by over 250 infections per 100,000 residents. They found that the events led to over 30,000 new cases in the country and likely resulted in over 700 deaths, but recognized that the deaths were “not necessarily among attendees.” 

“Our analysis strongly supports the warnings and recommendations of public health officials concerning the risk of COVID-19 transmission at large group gatherings, particularly when the degree of compliance with guidelines concerning the use of masks and social distancing is low,” the authors wrote in the paper. “The communities in which Trump rallies took place paid a high price in terms of disease and death.

The study was published to preprint platform SSRN on Friday. 

In a statement to The Hill, the Trump campaign deputy national press secretary Courtney Parella said that, “Americans have the right to gather under the First Amendment to hear from the President of the United States.” 

‘We take strong precautions for our campaign events, requiring every attendee to have their temperature checked, providing masks, they’re instructed to wear, and ensuring access to plenty of hand sanitizer,” Parella said. “We also have signs at our events instructing attendees to wear their masks.”

Biden campaign spokesperson Andrew Bates said in a statement to The Hill that Trump is “costing hundreds of lives and sparking thousands of cases with super spreader rallies that only serve his own ego.” 

The study comes as the U.S. set a new single-day record for coronavirus cases on Friday, logging 97,080 new cases according to COVID Tracking Project, shattering the previous record of 88,521 on set Thursday.

The study results come as public health experts have warned that the fall and winter seasons could lead to a disastrous third wave of coronavirus cases as the colder weather forces people to congregate indoors. 

The president, however, has repeatedly dismissed the new surge in cases, claiming that the nation is “rounding the turn” on the pandemic. He has also blamed the media for the intense focus on COVID-19.

With Election Day deadlines to receive mail-in ballots for many states around the corner, data show the U.S. Postal Service continues to struggle to meet its own criteria for on-time delivery of first-class mail.

In a filing with the U.S. District Court in Washington, D.C., the Postal Service reported that while first-class mail was delivered between one and three days nationwide at a rate of 88.8% on Oct. 29, in several key areas it was significantly below those levels.

In metropolitan Detroit, for example, in the swing state of Michigan, the on-time delivery rate was 77.2%. In the rest of Michigan, the rate was higher, 88.67%.

In the pivotal state of Pennsylvania, a state seen as key to both President Trump and Democrat Joe Biden’s election, the on-time rate was 55.82% in metropolitan Philadelphia.

In the filing, the Postal Service says “the data does not produce accurate, reliable information, as it is incomplete, subject to change, and overall, is not an accurate representation of the Postal Service’s performance.”

America was on edge on Saturday as Donald Trump and Joe Biden launched a final campaign blitz amid a surging pandemic, record early voting and gnawing uncertainty over when the outcome of the presidential election will be known.

Trailing in the polls, Trump began a frenzied schedule of 14 rallies in three days, even as the coronavirus scythed through the country. The US recorded more than 99,000 cases on Friday, its biggest ever single-day total. Many of the worst outbreaks are in the battleground states where the president is travelling.

Trump has spent months claiming, without evidence, that he can only lose if it the vote is rigged. He has threatened to challenge the outcome and refused to commit to a peaceful transfer of power. In rural Pennsylvania on Saturday, the president told supporters they should scrutinise polls in Philadelphia, a Democratic city, on election day.

Democrats have called for massive turnout, to put the result beyond doubt.

The election comes after a year that has seen an impeachment trial, an economic crisis and a reckoning over racial injustice. But Covid-19 remains the defining issue and the candidates’ closing arguments could not be more different.

Biden has been driving home the message that Trump mismanaged a pandemic that has infected 9 million and killed 229,000. “He’s doing nothing,” the former vice-president said this week. “We’re learning to die with it. Donald Trump has waved the white flag, abandoned our families and surrendered to the virus.”

In Florida on Thursday, the president, who spent three nights in hospital after becoming infected, said: “You know the bottom line, though? You’re gonna get better. You’re gonna get better. If I can get better, anybody can get better. And I got better fast.”

On Friday, he baselessly claimed: “Our doctors get more money if someone dies from Covid. You know that, right? I mean, our doctors are very smart people. So what they do is they say, ‘I’m sorry but everybody dies of Covid.’”

The president was to hold four rallies in Pennsylvania on Saturday, then five on Sunday and five on Monday across Iowa, Florida, Michigan, North Carolina, Pennsylvania and Wisconsin. Observing mostly maskless supporters crammed together, critics have branded such rallies “super-spreader events”.

Bob Shrum, a Democratic strategist who advised Al Gore and John Kerry, said: “Trump is frantically flying around the country in Air Force One giving these rally speeches, which I think motivate his base but also alienate a lot of other voters because they look at the pictures where people are cheek by jowl and there’s no masking.”

Noting an outbreak among Vice-President Mike Pence’s staff, Shrum added: “You have just had Covid invade the White House for a second time, so I think it adds to the sense that that he can’t handle Covid.”

Polls show Biden with a consistent lead nationally and up by smaller margins in the states that will decide the electoral college. Democrats could also win a majority in the Senate, potentially ending years of gridlock.

But few are complacent. The final Fox News poll in 2016 showed Hillary Clinton leading Trump 48% to 44%; the final Fox News poll this year has Biden up 52%-44%. Analysts say that if polls are off by the same margin, Biden will still win.

Bob Woodward, author of two bestselling books about Trump, said: “It looks like Biden’s going to win but I would not bet more than a dollar on it. I think it’s quite possible that Trump will win.”

Drexel Heard, a Black LGBTQ activist and Democratic official in Los Angeles, said: “As soon as we get results or as soon as we hear that Joe Biden’s been elected, I think the temperature might just come down in the country, people might breathe a sigh of relief just for a little while because they’ll feel comfortable knowing that the next four years are not going to be chaos, that their families are not going to have to decide between their healthcare and their house.

“That’s a big thing for us because we’ve never been this chaotic in American history outside of wartime.”
