Russians squeeze U.S. troops in Syria amid uproar over Trump’s dealings with Moscow

The disclosure of the bounty program has highlighted emerging frictions between the U.S. and Russia in other areas, including in Syria.

For years, the two countries have at times supported opposing sides in the long-running civil war — with Moscow propping up Syrian President Bashar al Assad and Washington eventually supporting Kurdish fighters who have pushed for de facto autonomy from the regime. Yet over the course of the war, the U.S. and Russian militaries have communicated regularly in order to deconflict their respective forces on the crowded Syrian battle space. In the first years of the Trump administration, the White House even pushed the Pentagon to increase cooperation with the Russian military in Syria, three former Trump administration officials said.

The directive was disturbing to some members of the national security community, given that Russia has committed war crimes against civilians in Syria.

“They told us we needed to work with Russia and not just ignore them,” said one of the former officials. “We did it, but limited it to just [deconfliction].”

Clashes between Russian and U.S. forces in Syria have rarely turned violent, with one notable exception. In a bloody four-hour battle in 2018, American commandos killed 200-300 pro-Syrian government forces, including Russian mercenaries from the Wagner Group.

Recently, however, American military leaders in Syria are facing increasingly frequent brushes with Russian troops, according to two U.S. officials and one former U.S. official. Russia is deploying its forces closer and closer to U.S. positions in the Deir Ezzor region of eastern Syria, and the two militaries interact multiple times a week, if not daily, compared to roughly monthly last year, the people said.

So far, the two sides have been able to defuse these incidents without violence, said one U.S. military officer. But one of the U.S. officials said Russia and its Syrian and Iranian partners are trying to pressure the U.S. out of Syria altogether.

For instance, earlier this month, Breaking Defense reported that Russian and American troops had a standoff that lasted for hours in northeast Syria. A U.S. official confirmed the incident to POLITICO but said it was nonviolent. Meanwhile, the Syrian Observatory for Human Rights reported last month that the Russian military was building a new base in northern Syria near the Turkish border.

The encroachments in Syria fit into a broader pattern of Russian attempts to test the U.S. commitment to remaining in the broader Middle East. National security experts say the Russian bounty program in Afghanistan is part of that effort.

Like in Syria, the Trump White House initially pushed the Pentagon and intelligence community to engage with the Russians in Afghanistan, said a former Trump defense official. During development of the Pentagon’s South Asia strategy for Afghanistan in 2017, the National Security Council asked defense officials “to look for ways to actively cooperate” with Moscow, particularly in the northern part of the country, the former official said.

“Everyone was like, ‘Whoa, whoa, whoa, we aren’t cooperating with the Russians, that’s crazy,” the former official said. One proposal was to have the Russian military run counterterrorism operations in northern Afghanistan. “DOD had to roll in pretty hard opposing the idea,” the official said.

Until 2015, the NATO coalition had an agreement in place with Moscow on a logistics route through Russia, central Asia and the Caucuses, called the northern distribution network, that carried as much as 40 percent of supplies for the coalition’s operations in Afghanistan. But Russia shut down the route in 2015.

Yet the recent reporting about Russia’s bounty program suggests Moscow is now testing U.S. resolve in Afghanistan, said Doug London, a former CIA officer and non-resident scholar with the Middle East Institute. Absent pushback from the White House, London said, “they will just continue to escalate until checked.”

Intelligence and defense officials have become increasingly embittered about the White House’s approach to Moscow, particularly regarding the repeated request to increase cooperation with the Russian military, according to four former Trump administration officials, several of whom requested anonymity to discuss sensitive operations.

From the beginning, the Trump White House wanted “a reset with Russia,” which included counterterrorism cooperation, said Marc Polymeropoulos, a former CIA official who retired in 2019. Even so, Moscow consistently rebuffed their efforts, he said.

“This was a nonstop request as part of the administration’s oft-stated and well-publicized desire to engage with Moscow,” Polymeropoulos said. “While we once again attempted to engage the Russians, the effort as had always been the case was futile. There was never any gain to the U.S. in this endeavor.”

In the days after Trump’s election, incoming national security adviser Michael Flynn immediately tried to increase cooperation between the U.S. and Russia in the region, with the stated goal of fighting terrorism.

“You know that the strategic goal is stability in the Middle East,” he told then-Russian Ambassador Sergey Kislyak in a conversation about a U.N. Security Council vote on Israeli settlements. “That’s the strategic goal. And, and, you know, between you and I, and you know this, and we know this, you know between Moscow and Washington. We will not achieve stability in the Middle East without working with each other against this radical Islamist crowd. Period.”

Flynn was ousted from the Trump administration in its early days, but his vision of closer cooperation between the U.S. and Russia lived on.

Initially shocked, Pentagon and intelligence officials quickly grew to resent requests for closer cooperation with the Kremlin and to question White House motives, the people said. After an election that the intelligence community determined had seen unprecedented campaign meddling by Russia, officials were especially wary of the new administration and its friendly stance toward Moscow.

“I don’t think the [intelligence community] trusts the White House at all,” said one former Trump administration official. “Not with information, and not to make the right decisions.”

Syria is one place where the Pentagon and White House officials have repeatedly clashed.

Senior defense officials twice pushed back on Trump’s efforts to withdraw U.S. forces from northeast Syria, once in late 2018 — prompting the resignation of then-Secretary of Defense James Mattis — and again in October, 2019, enabling a deadly Turkish invasion of Kurdish-held territory and prompting harsh criticism of the administration for abandoning the Kurds. Both times, the national security community eventually succeeded in convincing the White House to maintain a small force there.

Now that Assad has mostly won the war in the rest of the country, he has turned his attention to Kurdish-controlled areas in the eastern part of the country, where several hundred U.S. troops and their Kurdish partners are still fighting ISIS and guarding the region’s rich oil fields. The tactic has led to some of the emerging conflicts between American and Russian troops.

Back in Washington, Trump has mostly lashed out at the media over the recent reports about Russia’s behavior.

Some national security veterans say it reflects Trump’s long-standing rhetorical approach to Moscow. Since the beginning of his presidency, the commander in chief has repeatedly second-guessed and denigrated the intelligence agencies on issues related to Russia, including its meddling in U.S. elections.

Trump has also sometimes responded negatively to information in his daily intelligence briefings that presented Russia in a bad light, according to a former White House official. Over the course of 2017, briefers would choose not to highlight negative material about Russia when verbally briefing the president, the official said. That included intelligence about Russian activity in Syria that was detrimental to American troops or interests.

“I don’t remember a thing that involved Russia that people were comfortable discussing with the president,” the former official said. “Even at the most senior level, at the Cabinet level, it would be like drawing sticks to see who would have to raise a Russia issue with him.”

Bush only sharpened the sting. “We’re disappointed, obviously,” said Kristan Hawkins, the president of Students for Life of America. “We see this as an act of betrayal and an act of cowardice.” She described Roberts as a “turncoat.” Other anti-abortion leaders described the chief justice as “useless” and “a big disappointment.” Alexandra DeSanctis, a staff writer at National Review, called Roberts’ opinion “armchair philosophizing … straight out of a freshman-year dorm room debate.”

But if the anti-abortion movement is united in its disappointment over Roberts’ role in the setback, it is slightly less unified on its significance for the movement’s strategy going forward. The institutional anti-abortion movement has spent years instructing people with anti-abortion convictions to “vote pro-life.” In presidential elections, this means voting for the candidate who will install federal judges seen as friendly to their cause. What does it say about that strategy that a Republican-nominated justice has handed their movement a major defeat?

Some activists argue that the loss is simply another reminder that judges matter. Vice President Mike Pence, for example, declared that the ruling indicates “we need more Conservative justices on the U.S. Supreme Court.” Just because Roberts is a letdown does not mean it makes sense to stop investing in the judicial strategy, such thinking goes. Roberts has sided with the court’s liberal wing in several major cases over the past few years, including votes to preserve key aspects of Obamacare. But the president’s supporters within the anti-abortion movement pointed out that the two Supreme Court justices he nominated, Neil Gorsuch and Brett Kavanaugh, faithfully dissented. “President Trump’s two nominees who were confirmed, they were on the right side,” Hawkins told me. “He has upheld his promises to the pro-life community.”

Other Trump supporters were even more blunt about what they see as potentially imminent progress. Johnnie Moore, a member of the president’s evangelical advisory board, tweeted that despite the setback, “conservatives know they are on the one-yard line” and suggested that evangelical turnout in November will therefore be “unprecedented.” Rev. Frank Pavone, national director of Priests for Life, observed to the Associated Press that the oldest two members of the court, Stephen Breyer and Ruth Bader Ginsburg, are liberals. “Nobody can predict the future, but who’s going to name their replacements when the time comes?” Pavone said. “That is a question that motivates a lot of voters.”

Other social conservatives are not so sure. “At some point, even the most ardent pro-life white evangelicals are going to grow weary of Republicans’ ‘More Justices!’ sales pitch,” tweeted Matthew Anderson, a writer in Texas. Andrew Walker, a professor of Christian ethics at the Southern Baptist Theological Seminary, echoed this sentiment. “I don’t know how a conservative would look at what we’ve gotten from so-called conservative justices and not be completely disheartened,” he told me on Monday. “I don’t think this nullifies the conservative legal movement. I don’t think it negates the importance of how judges factor into voting decisions. But it significantly weakens it.”

The decision in June Medical Services came just weeks after another disappointing ruling for social conservatives: a 6–3 decision protecting gay and transgender workers from discrimination on the job. In that decision, Gorsuch wrote the majority opinion, with Roberts and the four liberal justices joining him. Republican Sen. Josh Hawley of Missouri, a rising star within social conservative circles, decried that decision as “the end of the conservative legal movement” from the floor of the Senate on June 16:

The bargain has never been explicitly articulated, but religious conservatives know what it is. The bargain is that you go along with the party establishment, you support their policies and priorities—or at least keep your mouth shut about it—and, in return, the establishment will put some judges on the bench who supposedly will protect your constitutional rights to freedom of worship, to freedom of exercise. For Walker and the religious conservatives he described earlier this year as “Reluctant Trump voters,” Monday’s ruling was a reminder that so far, that bargain has not paid off to their satisfaction. Walker said he has not decided how to vote in November, but the Supreme Court decisions of the past two weeks have “substantively altered” how he factors judicial nominations into his decision. “One of the major premises of why religious conservatives have been willing to pull the lever for someone they think is seriously morally flawed is because we would get good judges,” he said. “I think it’s a major inflection point.”

Former Vice President Joe Biden took direct aim at President Trump on Tuesday, saying that Trump, who once called himself a “wartime president” taking on the coronavirus pandemic, seems to have now “surrendered.”

“Remember when he exhorted the nation to sacrifice together in the face of this … ‘invisible enemy’? What happened? Now it’s almost July, and it seems like our wartime president has surrendered,” Biden said in prepared remarks.

The presumptive Democratic presidential nominee urged Trump “immediately” to adopt his updated plan for dealing with the COVID-19 crisis in the United States.

“American people [didn’t] make enormous sacrifices over the past four months so they could just waste their time,” Biden said. “They didn’t make these sacrifices so you could ignore the science and turn responsible steps like wearing masks into a political statement. And they certainly didn’t do it, Mr. President, so you could wash your hands and walk away from this responsibility.”

Speaking at Alexis duPont High School in his hometown of Wilmington, Del., the former vice president went through his new COVID-19 response, which piggybacks off his original plan released in March.

Among its provisions, Biden’s plan calls for scaling up testing and hiring at least 100,000 Americans to build a national workforce of contact tracers. He’s also seeking to accelerate vaccine plans and implement a coordinated effort to build up supplies.

Biden took issue with the White House’s reopening recommendations, saying that while the Centers for Disease Control and Prevention attempted to push through “guidelines about what the stages of reopening should look like, the administration delayed and scaled back those plans.”

“We need clear, evidence-based steps that states can adopt now — both the standards that must be met in order to safely proceed with further openings, and the reimposition of social distancing rules when cases begin to rise,” Biden added.

The Democrat’s address comes as the country has recorded nearly 2.7 million positive cases of COVID-19 and nearly 130,000 deaths.

In recent days, sharp increases in cases have been seen in several states that originally reported lower totals this spring and had begun to reopen — including Florida, Texas, Arizona and Georgia, according to NPR’s case tracker.

On Capitol Hill on Tuesday, Dr. Anthony Fauci, the country’s top infectious disease expert, warned members of Congress that he “would not be surprised if we go up to 100,000 [confirmed COVID cases] a day if this does not turn around.”

Before Biden’s speech, the campaign released a statement saying that “minutes after [Biden] is declared the winner of the election,” he will ask Fauci to serve in his administration and continue working to combat the virus.

Trump’s reelection campaign briefed reporters before Biden’s remarks. Tim Murtaugh, the campaign’s director of communications, said that Biden has attempted to use the coronavirus as a campaign issue and tried to undermine confidence in the federal response to the virus to bolster his political aspirations.

Following his speech, Biden took questions from the press — something that the Trump campaign has criticized him for avoiding in recent weeks.

Biden was asked repeatedly about the allegation that Russia placed bounties on U.S. troops stationed in Afghanistan and that Trump was made aware of the situation in the spring of 2019.

“If these allegations are true, and he did nothing about any of this, then in fact I think the public should — unrelated to my running — conclude that this man isn’t fit to be president,” Biden responded. He added later that he may ask for a classified briefing on the subject.

Contrasting with the Trump campaign, Biden said he doesn’t plan to hold rallies but will continue traveling to states to campaign. He also disclosed he has not been tested for the coronavirus.

The former Atlanta police officer accused in the killing of Rayshard Brooks in a Wendy’s parking lot this month is appearing before a judge Tuesday.

Garrett Rolfe is expected to ask the judge to release him from jail on bond while his case is pending.

Rolfe, who is white, is facing felony murder and 10 other charges in the June 12 fatal shooting of Brooks, a 27-year-old Black man. Rolfe faces a possible sentence of life without parole or the death penalty if convicted.

Rolfe and another officer, Devin Brosnan, were responding to a call that night about Brooks, who fell asleep in the fast-food restaurant’s drive-through. Video of the officers’ encounter with Brooks showed that the three men interacted for more than half an hour.

Brooks admitted he had consumed alcohol, and police administered a sobriety test, which he failed.

When Rolfe and Brosnan attempted to put handcuffs on Brooks, he was able to break away and take one of their stun guns. As Brooks ran, he fired it back at police.

After giving a brief chase, Rolfe drew his service weapon and fired, hitting Brooks in the back.

Rolfe was swiftly terminated after the shooting.

Brosnan is facing lesser charges and remains with the Atlanta Police Department. Both Brosnan and Rolfe turned themselves in earlier this month.

The Atlanta Journal-Constitution reported that Rolfe’s bond hearing was rescheduled because it conflicted with Brooks’ funeral.

Family, friends and celebrities, including hip-hop star and activist T.I., attended the memorial last week at the historic Ebenezer Baptist Church in Atlanta, where the Rev. Martin Luther King Jr. once preached.

Bernice King, the daughter of the civil rights icon, told mourners at the funeral that she did not know Brooks but was all too familiar with the pain of his loss.

“I am here to stand with you in what feels like [an] all-too-familiar moment: having a father killed when I was only 5 years of age. My heart deeply grieves,” she said. “I know the pain of growing up without a father and the ongoing attention around his tragic loss.”

King added, “We really should not be here today. This did not have to happen to Rayshard.”

While Colorado has trended Democratic over the past decade, unaffiliated voters now make up 1.4 million along with 1.1 million Democrats and 969,000 Republicans. Total active registered voters are almost 3.5 million.

Hickenlooper has widespread name recognition, and he out-raised Romanoff by about seven-to-one. But a series of missteps by the former governor late in the campaign gave the apparent underdog Romanoff hope for an upset.

Hickenlooper defied a subpoena from the state’s independent ethics commission investigating private flights and travel perks he took as governor. The commission found Hickenlooper had violated the law by accepting one privately-funded flight and limousine trips.

Later, amid the protests over police violence against Black people, Hickenlooper garbled the meaning of the slogan “Black Lives Matter.” The following week, an African American Romanoff supporter tweeted a 6-year-old video of Hickenlooper jokingly comparing politicians to slaves being whipped to row “an ancient slave ship.”

Republicans have been openly rooting for Romanoff, fearing Hickenlooper’s money, moderate positions and popularity among Colorado’s general electorate. But Romanoff has argued that he has passion behind him and that Democrats won’t walk away from the Colorado seat, which is essential in their bid to regain control of the Senate.
